The Story

Rwanda turned to information technology after the genocide left the country with damaged infrastructure and too few trained local workers. Its landlocked position, expensive transport, limited natural resources, and difficult regional connections made traditional export-led development less attractive. The government therefore selected technology as a way to rebuild institutions, create skills, and connect both urban and rural communities.

The Kigali Institute of Science and Technology was established with foreign assistance to train technical experts, and thousands of Rwandans later specialized in the field. Computers and Internet access were introduced into schools, Internet cafes expanded in Kigali and other urban centers, and telecenters brought rural communities online. Rwanda Computer Network assembled and sold more than 6,000 Gorilla 1000 desktop computers to government institutions and banks.

The strategy depended on international partnerships as well as domestic initiatives. Google supplied free software and engineers, Sweden sponsored the Rwandan Information Technology Authority, and the Netherlands financed a fiberoptic backbone. Kigali was selected as the headquarters of the Eastern African Submarine Cable Project, while Rwanda began selling Internet access to Burundi, the Democratic Republic of the Congo, and Tanzania.
