After the 1994 genocide, Rwanda faced a devastated economy, damaged infrastructure, a shortage of trained workers, and deep social divisions. The excerpt describes a country whose gross domestic product fell by more than 40 percent in 1994 before growing by 9 percent in 1995, largely because of foreign aid. A free open-source office software package was translated into Kinyarwanda, while Google, Sweden, the Netherlands, and other organizations supported software, training, and telecommunications infrastructure.
Energy innovation formed another part of the post-genocide development agenda. Rwanda pursued methane extraction from Lake Kivu and promoted biogas systems that transformed human waste into methane for cooking and electricity generation. At one secondary school, students built a three-chamber digester whose gas reduced the use of firewood and could power a petrol generator.
