After Mozambican forces captured the movement’s Garagua base in Manica Province, documents attributed to Dhlakama stated that Rhodesian authorities determined the areas of attack and recruitment and prevented MNR leaders from planning their own military operations. By October 1980 Dhlakama was meeting Colonel Van Niekerk of South African security at a military base in the Transvaal.
