Ahmad Bey emerged as a central figure in eastern Algeria after the French occupation disrupted the authority of the dey. As former governor of Constantine, he inherited a political position capable of organizing resistance during the administrative vacuum that followed Husayn Dey’s capitulation. His leadership represented an attempt to preserve Algerian political autonomy rather than accept the new French military command.

He relied on what remained of the janissaries and on the makhzen communities of eastern Algeria. Claiming to be the successor of Husayn Dey, Ahmad Bey adopted the model of the Ottoman Porte and attempted to restore the dey system. His policy sought to halt administrative collapse, consolidate the machinery of state, and strengthen the army.

Ahmad Bey’s authority formed the eastern pole of Algerian resistance, in contrast with another major center in the west. The passage presents him as the main threat to the French during the early phase of occupation, when local communities and political centers resisted without a single unified national authority.
