The East African Federation Project was a postcolonial proposal to unite Kenya, Uganda, and Tanganyika in a federal state. Julius Nyerere offered in June 1960 to delay Tanganyika’s independence until the three territories could become jointly independent, and in 1963 Nyerere, Milton Obote, and Jomo Kenyatta declared their intention to federate. The project failed amid national priorities, Ghanaian opposition, and disagreements over continental unity.

An unrealized East African union

The most dramatic East African initiative toward regional unity came in June 1960, when Julius Nyerere proposed delaying Tanganyika’s independence until Kenya, Uganda, and Tanganyika could become jointly independent as a federal unit. The proposal reflected the belief that a larger political structure would provide greater area, population, and resources for confronting external power and internal social and economic challenges.

The immediate institutional result was more limited. In 1961, the East African Common Services Organisation replaced older colonial arrangements for shared services. It was governed on a tripartite basis, with each constituent nation holding a veto, and disagreements soon emerged despite its importance as an example of regional economic cooperation.

Expectations of federation peaked in June 1963, when Nyerere, Milton Obote, and Jomo Kenyatta announced their intention to federate. The agreement was short-lived: Kenya and Uganda were preoccupied with internal affairs, Ghanaian influence encouraged opposition, and Kwame Nkrumah argued that the project did not accord with the spirit of the OAU. Federation did not follow, and relations among the territories deteriorated.
