Frederick Lugard was a British colonial administrator who formulated and systematized indirect rule in Northern Nigeria. As high commissioner from 1900 to 1907, he responded to the territory’s size and the shortage of European personnel by incorporating existing African institutions into colonial administration. His model presented British officials as advisers and African rulers, especially Fulani emirs, as continuing authorities whose functions were supervised within a subordinate colonial framework.

Formulating indirect rule

Frederick Lugard became one of the principal theorists of indirect rule in colonial Africa. His approach emerged from the practical difficulties of governing Northern Nigeria after the transfer of the Royal Niger Company’s authority to the British state. The territory was extensive, European personnel were scarce, and direct administration appeared impracticable. Lugard therefore turned to existing African institutions as the foundation for colonial governance.

During his service as high commissioner of Northern Nigeria between 1900 and 1907, Lugard developed administrative practices that he later explained in instructions and political memoranda. He advocated a single government in which Native Chiefs held defined duties and recognized status alongside British officials. In this arrangement, the British Resident was primarily an adviser, while the African ruler retained a traditional role that colonial administration guided without leaving it entirely autonomous.

Lugard’s model sought to preserve the visible legitimacy of African rulers. He wished Fulani emirs to retain many of their former responsibilities, functions, and privileges so that local populations would continue to regard them as legitimate authorities. Yet the system remained unequal: the emirs operated inside a colonial structure whose objectives, supervision, and ultimate authority were European. Lugard’s contribution was therefore both administrative and ideological, turning a response to limited resources into a widely discussed theory of colonial governance.
