The Greater Somalia claim was an irredentist project advanced by successive Somali governments after independence. Irredentism in the Horn of Africa

After Somali independence, successive governments promoted claims for a Greater Somalia. The proposed unity extended beyond Somalia’s existing borders to the Ogaden region of Ethiopia, Kenya’s North-East Frontier area, and Djibouti, formerly the French territory of the Afars and Issas. The project placed Somali national aspirations in direct tension with the territorial integrity of neighbouring states.

The Ogaden became the most persistent object of the claim. By the mid-1970s, attempts by the OAU to mediate had broken down, while a major insurgency was underway in the region with sympathy and support from Somalia. The conflict consequently moved from an irredentist claim and diplomatic dispute toward open armed confrontation.

In 1978, the Ogaden crisis escalated into full-scale war. The episode exposed a fundamental dilemma for Pan-African institutions: defending inherited state borders could conflict with claims based on national self-determination, especially where ethnic communities extended across colonial frontiers.
