A nationalist leader during the war

Habib Bourguiba appears in the wartime political landscape of French North Africa as a nationalist actor whose demands were connected to constitutional reform and eventual independence. The French had imprisoned him in 1938 because of his nationalist activities. His political position nevertheless remained shaped by the immediate military conflict and by the strategic pressures exerted by the competing Allied and Axis powers.

In 1943, German authorities brought Bourguiba back to Tunisia in the hope of turning his nationalism against the Allies. Instead, in May of that year, he appealed to the Tunisian people to close ranks behind France. He argued that France’s success was essential to Tunisia’s future and that the French nation, once freed from Nazi domination, would remember those who had supported it.

This appeal illustrates the tactical character of nationalist politics during the war. Even where independence formed part of the nationalist agenda, demands in French North Africa were still generally pursued within a parliamentary framework and through negotiation rather than immediate confrontation. Bourguiba’s wartime appeal therefore combined nationalist objectives with short-term support for the Allied cause.
