Kitagwenda emerged from the struggle for supremacy that followed the death of Wamara. Its territory had previously been administered around Lake Masyoro by Miramira of the Bashambo clan and members of the Balisa clan, who had received their positions under Bachwezi rule. The region became one of the arenas in which successor elites contested the inheritance of Kitara.

Two Babito brothers, Wakole and Nyarwa, organized the decisive challenge to Miramira. They succeeded in killing him and established the state of Kitagwenda with the collaboration of the Bashekatwa. The episode illustrates how local political structures and incoming Babito elites combined in the formation of successor polities.

Kitagwenda belonged to the Luo-Babito conglomeration that replaced the Bachwezi empire, together with Bunyoro-Kitara and Kiziba.
