Mengistu Haile Mariam was the Ethiopian military leader who chaired the Derg’s founding committee and later became the dominant figure in the country’s revolutionary government. He directed Ethiopia along a socialist path, oversaw major nationalization and land reforms, became chairman of the Derg in 1977, and remained central to the government’s military and political structure through the transition to the Peoples’ Democratic Republic of Ethiopia.

Rise within the Derg

Mengistu Haile Mariam emerged during the military crisis that culminated in the Ethiopian Revolution of 1974. When approximately 120 military men organized the Coordinating Committee of the Armed Forces, Police, and Territorial Army in June, the group elected Major Mengistu as its chairman. The committee initially operated behind the scenes, but it possessed enough influence to mobilize troops and challenge the emperor.

After the Derg arrested Haile Selassie and seized power in September 1974, it became the Provisional Military Administrative Council. Lieutenant General Aman Mikael Andom initially became head of state and chairman of the Council of Ministers, but his disagreements with the Derg led to his death while resisting arrest on November 23. Following Bloody Saturday, Mengistu retained the position of first vice chairman and emerged as the leading force in the Derg.

Under Mengistu’s leadership, the Derg pursued Ethiopian socialism. It revoked royal titles, abandoned constitutional monarchy, nationalized rural and urban land, abolished tenancy, and took control of banks, insurance firms, and important companies. In 1977 Mengistu declared himself chairman of the Derg, while his government sought Soviet and Cuban assistance during the conflict over the Ogaden.
