Monrovia emerged as the main centre of Liberia when the Cape Mesurado settlement received its new name in 1824. The town belonged to a wider chain of coastal settlements populated by liberated Africans and people resettled from the United States. Its position made it the natural focus for the political organization and external representation of the developing Liberian community.

The local governor administered a political charter drawn up in the United States, while commercial activity was directed toward legal trade in ivory, timber, skins, and oil. The settlement's leaders sought to replace the slave trade with exchanges in African products and imported Western goods. Roberts, the settlement's political leaders turned this dispute into a declaration of independence in 1847.
