Towards the end of 1962, the South African government established a Commission of Inquiry into South West African affairs. It was headed by Frans Hendrik Odendaal, identified as the administrator of the Transvaal. The commission was instructed to investigate the material and moral welfare and social progress of the inhabitants of South West Africa, with particular attention to non-White inhabitants.
The commission was also charged with preparing recommendations for a comprehensive five-year plan for the accelerated development of the various non-White groups of South West Africa. Its mandate combined the language of welfare and development with the administrative categorisation of the population that underpinned apartheid governance.
The Odendaal Commission finished its report on 12 December 1963. Its completion signalled the intensification of apartheid in Namibia, linking the language of planned development to a more elaborate system of racial administration.
