Reducing and consolidating indigenous authorities

After 1918, the Belgian Congo became a particularly striking example of colonial intervention in the structure of local authority. Reforms proposed by colonial minister Louis Franck did not merely supervise existing chieftaincies; they revised the administrative order by eliminating many units and consolidating others. The resulting system treated chieftaincies as instruments that could be reorganized according to colonial requirements.

The scale of the change is visible in the recorded number of chefferies. Their total fell from 6,095 in 1917 to 1,212 in 1938. This reduction represented more than an administrative economy: it altered the territorial framework through which African communities were governed and weakened the continuity of many pre-existing authorities.

The Belgian administration also introduced the secteur as a new unit of consolidation. Together, the reduction of chefferies and creation of secteurs demonstrate the bureaucratic character of colonial rule, in which local institutions were retained, transformed, abolished, or replaced according to the needs of the state rather than solely according to indigenous political arrangements.
