South Africa’s post-apartheid clean-water expansion was a government program designed to address the unequal distribution of water inherited from apartheid. Since 1994, about 10 million Black South Africans gained access to clean water through piped supplies and household taps. The program remained incomplete: approximately 7 million still lacked clean water in the period described, and polluted supplies continued to cause cholera outbreaks. Water as a post-apartheid right

Under apartheid, access to water was distributed unequally according to racial hierarchy. White communities had sufficient supplies for household use, swimming pools, and lawns, while many Black South Africans depended on community taps, wells, or nearby rivers that were likely polluted. In 1993, 17 million Black people—more than half of the total Black population—lacked access to clean water, contributing to high infection rates.

After apartheid, the right to clean water was presented as a constitutional right and became a government priority. Since 1994, about 10 million Black South Africans gained access through the extension of piped water to Black residential areas and the installation of taps inside houses. Strong political support at every level of government helped make the program one of the country’s most notable development achievements.

The expansion remained incomplete. About 7 million Black people still lacked clean water in the period described, and communities using polluted supplies experienced recurring cholera infections. Further pipes, taps, and adequate toilet facilities were required before the promise of equal water access could be realized. The program therefore combined a significant material improvement with a continuing public-health and infrastructure challenge.
