Clemens Kapuuo emerged as the participant with the largest popular following at the Turnhalle Constitutional Conference. He later became president of the Democratic Turnhalle Alliance, the multi-racial but still white-dominated alliance created from parties associated with the constitutional process. His prominence reflected both personal authority and the support of communities that sought political representation within the changing Namibian order.

Kapuuo’s political position was contested by SWAPO and other opponents of Turnhalle. The decision to proceed with the settlement effectively ignored a significant minority of Namibians, particularly the large part of the Otjiherero-speaking population that recognized Kapuuo’s authority. The pages also describe the conflict around him as more complex than a simple opposition between traditionalism and modernity.

Kapuuo was assassinated in Katutura in March 1978. SWAPO was accused by the DTA of responsibility but denied involvement. His death intensified political polarization, contributed to the weakening of the DTA administration, and became part of the broader cycle of repression and militarisation surrounding the Turnhalle period.
