The DTA Administration was the government established through the Turnhalle electoral process in Namibia after the DTA won 82 per cent of the vote in 1978. Government without broad legitimacy

The Democratic Turnhalle Alliance emerged from the political reorganization of white-dominated parties and included Clemens Kapuuo as president and Dirk Mudge as chairman. The alliance cooperated with the Turnhalle process while SWAPO boycotted the elections. South Africa provided significant funding, and the official turnout was approximately 80 per cent, although registration and voting were characterized by intimidation and coercion.

The DTA won 82 per cent of the vote and was installed as the new government. Its authority remained constrained by the Administrator-General, who possessed sweeping powers and could veto legislation. The administration also inherited a deeply unequal system in which public resources were distributed differently among ethnic authorities; in 1980, only R135 million of a R520 million national budget was reserved for the black Representative Authorities.

The government introduced limited liberalising measures, including the 1979 abolition of racial separation in public places. Many forms of effective racial discrimination nevertheless remained, while new security and emergency regulations expanded repression. After Clemens Kapuuo’s assassination in 1978, internal contradictions, weak external support, and escalating militarisation further weakened the administration, which had collapsed by 1983.
