Secession against the Ethiopian state

Eritrea had enjoyed federated status since 1952, but Haile Selassie’s government abolished that arrangement in 1962. The change placed Eritrea under a more centralized Ethiopian order and was followed by a secessionist movement demanding independence.

The movement posed a difficult problem for Pan-Africanism. The OAU was committed to the territorial integrity of existing member states, yet the Eritrean case involved a claim to national self-determination by a population whose federal status had been removed. The organization was unable to resolve the conflict.

The Eritrean struggle thus joined the wider crises confronting African unity in the Horn of Africa. Alongside the Ogaden conflict, it demonstrated how inherited borders, ethnic identities, federal arrangements, and anti-colonial principles could generate mutually opposed political claims.
