Merowe Dam was constructed on the Nile River approximately 350 kilometers north of Khartoum. The project received about $1.8 billion in assistance, most of it from China, and became one of Sudan’s most ambitious development ventures during the first decade of the twenty-first century. Its scale reflected the government’s effort to expand infrastructure and harness the Nile for national economic development.
The dam was designed as a multipurpose installation. Its generating capacity was stated as 1,250 megawatts, while the reservoir was expected to extend nearly 177 kilometers upstream and hold about one-fifth of the Nile’s annual flow. The project was intended to increase Sudan’s electricity supply, improve domestic water provision for millions of people, and provide water for crop irrigation.
President Omar al-Bashir inaugurated the completed dam in 2009 and described it as a project of the century and a source of pride for Sudan, the Arab world, and the wider world. The project nevertheless carried significant human costs: approximately 6,000 farmers were displaced by the reservoir and associated construction. Merowe therefore illustrates the tension between large-scale infrastructure development and the protection of rural communities.
