Le récit

President during Sudan’s wars and international isolation

Omar al-Bashir became president of Sudan in 1993 after the dissolution of the Revolution Command Council. His rule followed the 1989 military coup known as the National Salvation Revolution. The source places his government within Sudan’s broader succession of military dictatorships and democratic regimes, while emphasizing the enduring concentration of power in the central government.

Al-Bashir governed during the final years of the southern civil war and the political negotiations that culminated in the 2005 peace deal. His government signed agreements with southern rebels concerning a permanent ceasefire, wealth and power sharing, oil resources, and an autonomous southern government. At the same time, Sudan remained divided by conflict and by competing visions of political and religious authority.

The Darfur conflict brought al-Bashir into direct confrontation with international legal institutions. In 2008, the International Criminal Court’s prosecutor called for his arrest on allegations of genocide, crimes against humanity, and war crimes; in 2009, the court issued an arrest warrant on charges of war crimes and crimes against humanity in Darfur. The source records that Sudan rejected the charges.
